Speech that conveys a hateful message may in a particular context be punished if it directly causes specific, imminent, serious harm. Social media literally make it much easier to deploy hate speech, but counter speech is also more easily disseminated. I think the major problem really is who gets to decide whether it is right or wrong to say something. It is the right way to address the difficult emotions of certain subjects, to suppress different views by force and censorship.
